Adding opening hours to a location is possible in 2 ways:

Open location from order detail page
​​Open the location from locations tab

​Once you are creating an order with that location, the opening times will be visible one you hover over the clock icon as shown below:

Having the opening hours configured/visible will help you manage/define the time windows while creating an order:
